East Kirkby Annual Parish Meeting
20th April 2023 18.30 start
East Kirkby Village Hall
Welcome & Apologies
Chairman (Cllr B Nowicki presiding) welcomed everyone (Parish Councillors and Members of the Public (MoP)) to the Annual Parish meeting. There were no apologies presented.
Chairman advised all present that Mr Ernie Ashby had passed away earlier in the week and that as a mark of respect, the flags in the village have been at half-mast for the week.
Village Hall Update
Cllr Lingard gave all present the history of the village hall. It started life as a church. Eventually a committee was formed to look after the village hall and make sure it was updated to meet current standards. Cllr Lingard mentioned that the village hall committee is desperate for people to join in and help take the hall forward into the future. The committee at the moment consists of Cllr Lingard and Mrs DeeAnne Lingard.
Chairman’s report
Chairman took all present through what has happened in the last year:
District Cllr Taylor joined us; first litter pick; AGAR (Financial return); Jubilee celebrations took place; Mr R Fenwick from Highways came to tell the village about Highways and the breadth of works and road network that they cover; Following this, ELDC and Highways carried out a village walk-about with the parish councillors; Jubilee funds were made available and a successful bid was made for a grant for 2 new benches, which have been installed by the notice board and War Memorial; The Parish Council and Village Hall Committee obtained some office furniture from ELDC as they moved out of Tedder Hall; Cllr Brandwood re-established the Police Surgeries (Although with the cut-backs it is questionable as to how long we will continue to have them and it is imperative that the villagers support it); Warm Spaces initiative was instigated by the Government – Chairman had contacted the Airfield museum, but it was deemed that this was uneconomic space; Cllr & Mrs Brandwood raised over £1300 for MacMIllan Cancer Support; Cllr Briggs joined the Parish Council in November; Avian flu lockdown was put in place; A Periodic Review was caried out with Barclays Bank; New dog bin has been installed; Major update of the parish website was carried out; Cllr Brown resigned from the Parish Council at the March 2023 meeting.
It was decided that the questions from the MoPs should be deferred to the Public Meeting section of the Parish Council meeting.
Chairman closed the Annual Parish meeting at 19.00.
The minutes will be approved at the next Annual Parish meeting in April 2024.
