Approval of the minutes from November 2018 meeting: Chairman ascertained that all had read the November minutes and that they were an accurate representation of the meeting. Chairman asked for a councillor to proposed acceptance of the minutes. Proposed by Cllr Brown, seconded by Cllr Brandwood. Unanimously agreed at the subsequent vote. Chairman signed the minutes and will post a copy on the notice board.

Members’ and Clerk’s report back: War memorial update: Leakes have provided a quote for refurbish all the concrete inside the boundary fence, point and clean up bricks and steps. The quote is roughly £2200 excl. VAT (£440.00) total £2640.00. Repaint of railings is an additional £150.00. Both of these in addition to the previous quote of £2640.00 (incl. VAT). Chairman will email out the quotes received to the councillors and Clerk will then confirm the works to Leakes and get the works started in the summer. All agreed for the works to be carried out. Discussion ensued regarding whether a planning application would be required for the proposed “Tommy Silhouette”. Clerk to contact the war memorial organisation for a possible grant.
Bins on the Fen Road/footpaths: Cllr Swanson has had a positive response from the council who have advised the refuse collectors. Chairman will pop down and explain the problem to the households on Fen Road.
Cllr Lingard mentioned a new bin on the footpath, but Chairman confirmed that it is indeed our new grit bin - Very kindly expedited by Cllr Aron.
Extension to speed limit: Carry forward to February (or March depending on date of meeting). Cllr Aron has arranged a walk-about with the portfolio holder in the various villages. Another item to add to the list of things to discuss on the walk is the cracking up of the road surface on A155/Fen Rd junction; ruts in the road when you turn from A155 down Fen Road Cllr Aron has logged this (Ref. 10100013424). Chairman will meet with Cllr Aron and portfolio holder at this event. Cllr Aron to advise date.

Update from Cllr Aron: Chairman asked Cllr Aron to pass on the Parish Council's sincere thanks for the new grit bin. Items: LCC has draft budget ready for consultation, which should arrive soon with EKPC; ELDC have been rated at the top of Children's services; Fire service also checked and rated good. Social care budget has been increased; Extra medical staff have been drafted in to help cope with bumps and falls in the winter time to relieve pressure on 999 service; Cllr Aron also mentioned that verge and footpaths cuts are back up to 3 times per year.
Cllr Brown mentioned that gulley cleaning crews have been out and about in the village. Cllr Brandwood mentioned Church Lane and its many potholes - Chairman asked Cllr Brandwood to report it via fixmystreet.

Update from Cllr Swanson: District council has purchased a site for travellers, which has no facilities. This site is designated as a transit site and will be managed by the district council; Cllr Swanson encouraged all to sign up on-line to the green waste collection service and you will automatically be entered into a competition to get subscription for free; ELDC will assume ownership of several key sites in and around the area; Skegness foreshore master plan agreed by ELDC and are investing £300k; ELDC have launched a new dog friendly campaign and a new flyer; Young people invited to take part in the first teenage market, giving young people a platform to showcase talents; Rob Barlow has been appointed as new Chief Exec; Budget consultation will commence shortly. Proposed council tax increase of £4.95 per annum for a band D property. ELDC Planning Committee update: Chairman read out the statement he had presented to the Planning Committee. Cllr Swanson sought and received reassurances from the Planning Committee that there can only ever be one dwelling on the site. Chairman advised the Councillors that the application was, as expected, approved but with a series of conditions attached.

Financial matters: Precept: Clerk advised that the precept has been confirmed.
Councillors’ Community Grant Scheme: East Kirkby Parish Council has gratefully received £200.00 from Cllr Swanson’s Community Fund. This will be used for the planned information board. Minute ref: 92/01
Mr Chatterton: Invoice presented for £30.00 for petrol used in connection with mowing in the village. Cheque was written out and posted to Mr Chatterton. Minute ref: 92/02
Clerk's wages: Clerk presented wages and expenses totalling £143.80. Minute Ref: 92/03
Acceptance of both invoices was proposed by Cllr Brandwood seconded by Cllr Lingard. Unanimously agreed at the subsequent vote.

Communications/Urgent items for discussion: Clerk advised Councillors that a letter had been received, via e-mail, from Mr and Mrs Grant (of Somersby Lodge, Fen Road) on 5th January 2019, which the Councillors read. On 11th January 2019 Clerk confirmed receipt of the letter to Mr & Mrs Grant.
Road closure order for the procession needs to be sought: Clerk to send any information in connection with the service in 1919 to Cllr Brandwood. Cllr Brandwood has put information on the “Tommy Silhouette” in The Tannoy and has invited people to comment/suggest etc.

Chairman thanked everyone for their attendance, attention and contribution and closed the meeting at 21.50.
