Public meeting: Chairman opened the public meeting at 19.00 and welcomed everyone.
Bus shelter: Chairman re-iterated that the Parish Council has not formally voted to proceed with the bus shelter and will only lend support if there are no objections from the residents in the close vicinity of the proposed bus shelter. Chairman reiterated the next course of action which is to write to the residents in the close vicinity of the proposed bus shelter and asking for their support and comments and showed those present a drawing. MoP asked for a picture or better diagram to be added to the letter to residents. MoP voiced the concern that there are some youngsters in the village who may use the shelter as a smoking area as well as the Manor Care Home staff – Which obviously needs to be discouraged. MoP suggested that the council agree the wording tonight and get the letter sent out on Monday 23rd September 2024 with a deadline of 1 week for comments to be sent to the Clerk. Clerk reiterated that any comments from residents wishing to remain anonymous will be respected. Clerk will collate any comments and present to the Parish Council. Chairman and Cllr Brandwood will meet 20th September and distribute letter by 23rd September. The letter will be distributed to the Manor Care home, Manor Barn, all residents on Manor Close, houses on the east side of Fen Road as far as the school and the houses directly opposite the proposed site, which is approx. 20 properties.
Ossian project: Chairman asked the Member of the Public (MoP) about this proposed corridor for running the electric cables from the electricity generation sites off Aberdeen. Cllr Gray mentioned that at the moment there is nothing in “concrete”, but areas, sites and landowners etc. are being questioned and there is a very long process ahead of Ossian and the people of Lincolnshire. The earliest dates are in the 2030’s. Cllr Gray advised that once the proposed route has been mapped out the Parish Council (As a statutory body), residents etc will be contacted and be involved in consultations.
Remembrance Sunday: Cllr Brandwood advised that he has ordered the wreaths and will do the leaflet drop in the village advising people of the service. Cllr Brandwood suggested that the service for the poppy to be added to the Tommy silhouette be done before the laying of the wreaths. The order of service will be presented at the October meeting.
VE Day – Thursday 8th May 2025: Cllr Brandwood asked Mr P. Donnelly from RBL if there were any RBL plans currently for next year, but there aren’t any. Cllr Brandwood asked Mr Donnelly if he would be able to be present at our service next year.
MoP raised the question of the Biker Night, which is normally very quiet and well-run. However, this year the noise was horrendous, the bikes were speeding up down the A155 and Fen Road. Discussion ensued and all agreed that this was the noisiest and busiest Biker Night ever. Comments have been made to the East Kirkby Airfield. Chairman mentioned that the parish council will write to the airfield and remind them of the road safety etc.
Chairman closed the public meeting at 19.57 and invited the Members of the Public (MoPs) to stay, but without participating in further discussions. All MoPs left the meeting at this point.

Update from District Cllr T Taylor and County Councillor W Gray:
Cllr Gray had sent his report which Clerk had distributed to the councillors.
Anti-social behaviour survey deadline has been extended; many potholes have been filled in over July and August,
Highways: Cllr Gray updated EKPC on the footpath to Revesby, submission has been put in. Cllr Gray had a meeting with Cllr Davies who suggested that Cllr Gray put in submission for the whole project (rather than as previously suggested, in segments) as this footpath was promised to the village years ago – Which Cllr Gray has done. From mid-November the laying of the planings will start.
Church Lane has been completely redone with a new proper road surface. Cllr Lingard thanked Cllr Gray for this.
Cllr Gray left the meeting at 20.05.
Cllr Taylor mentioned that HEART have received an award for their works last year. They look at the most energy efficient heating for vulnerable people; Cuckooing is apparently rife and police are trying to increase the vigilance (Dealers target vulnerable people and bully them into letting them use their premises); Lincs Digital: helping older people gain digital skills and assistance with applying for grants and any other benefits where computer access is involved etc. They will come to the hall, set up and help people – basically providing a hub for people. If anyone is interested, contact Cllr Taylor who will facilitate back to Lincs Digital.
Chairman asked about the ban on hedge cutting between May and September and what to do and who do you report it to if you see farmers cutting. General feeling is the Environment Agency are responsible as this is a national ban.
Chairman thanked Cllr Taylor who left the meeting at 20.20.
Approval of minutes from the Parish Council meeting from July 2024: Chairman ascertained that the councillors had read the minutes and that they were an accurate representation of the meeting. Cllr Brandwood said that although the minutes were an accurate representation of what took place during the July meeting, he felt that there was an error in the minutes as residents have not been asked for their comments as the letter has not been sent out. Chairman ascertained that overall EKPC are in support of the bus shelter, as long as residents have had a chance to voice their opinion.
Following a spirited discussion about the bus shelter and validity of the minutes, acceptance of the minutes was proposed by Chairman and seconded by Cllr Briggs, and it was agreed by all present, that the minutes were accurate. Chairman signed a copy of the minutes and will post a copy on the notice board. Minutes are available on the website.
Update from last month:
Anglian Water: Cllr Briggs mentioned that the drains on 12th September 2024 were very smelly, which was reported to Anglian Water on 13th September 2024 with the promise of an engineer to be out within one week. Anglian Water jet-cleaned on 19th September 2024. If any resident wishes to add to this, the reference number is 26293873.
Councillors and their roles: Chairman mentioned the article from the fortnightly news from LALC, which mentions that councillors are unpaid volunteers who may (or may not) receive an allowance. Chairman advised that the councillors may be Officers of the Council, but they are still, very much, volunteers.
Civility and Respect Pledge: Chairman mentioned the article from the fortnightly news from LALC, regarding Civility and Respect Pledge. Chairman suggested the Parish Council sign up to it, Clerk will circulate any information and the Parush Council will sign it off at the October meeting.
Action: Clerk to add sign up to the pledge and give further information (if any) in October.
Update: Clerk has signed up to the pledge on behalf of the Parish Council. Chairman will print off the pledge certificate for the October meeting.
Speed sign: Cllr Brandwood mentioned that a parishioner in Ulceby had organised for a speed camera to be installed which records speed, date and time, but not car registrations. Clerk contacted Ulceby Clerk whose link advised that these cameras are approx. £6,500 which is outside of the EKPC budget. It was discussed that if the bus shelter does get installed EKPC may have to speak to County Council (Via Cllr Gray) to get some signs, advising people of children in the road.
Planning applications: None received.
Procedural and Financial matters:
Protocol for public participation in parish council meetings: Cllrs read and discussed the protocol for MoPs attending the meetings and it was unanimously agreed that these should be left out for the MoPs to read ahead of attending any meeting.
