East Kirkby Parish Council Meeting

Public meeting: Chairman welcomed everyone to the meeting, opened the public meeting at 19.00. Chairman asked those Members of the Public (MoP) if they had any items for discussion.

 

Clerk asked Mrs May for an update regarding the Feel Good Friday coffee mornings which start in November 2025. Mrs May responded that there has been one leaflet drop already on this subject and there will be another reminder for the villagers when the leaflet with the information for Remembrance Day Service is dropped round.

 

Chairman thanked the MoPs present for their time and contribution and closed the Public Meeting at 19.25.

Declarations of interest: There were no declarations of interest based on the published agenda.

 

Approval of minutes from the September 2025 meeting: Approval of minutes from the Parish Council meeting from September 2025: Chairman ascertained that the Councillors had read the minutes and that they were an accurate representation of that meeting. Acceptance of the minutes was proposed by Cllr Brandwood and seconded by Cllr James. Unanimously agreed at the subsequent vote. Chairman signed a copy of the minutes and will post a copy on the notice board. Minutes are also available on the website.

 

Update from District and County Councillors:

Neither Councillor was present.

 

Remembrance Sunday – Which will be held on Saturday 8th November

Cllr Brandwood advised the council that he has completed an ACT (Action Counters Terrorism) training course ahead of the Remembrance Sunday service. Chairman thanked Cllr Brandwood for completing this course on behalf of the Parish Council.

It was also suggested that a wooden, sand filled box be made for the placement of the small wooden RBL crosses to be left by the Tommy silhouette. Cllr Brandwood will organise.

Cllr Warman asked about the Tommy and getting a companion piece. Chairman advised that he had tried to get one some time ago but had been advised that they were out of stock. Discussion ensued regarding the position of Tommy by the War Memorial to protect against damage by the wind and the possibility of the frame bending again.

Action: Clerk to send email to Sibsey clerk to ask how they have reinforced Tommy against the wind.

 

On the point of a companion piece, RGW Engineers in Dalderby were suggested as a possible engineering works to make the companion piece. Chairman to investigate.

 

Updates from last month

East Kirkby – Revesby footpath: Chairman and Clerk confirmed that the information spanning 2018 to 2025 has been gathered and sent to Cllr Roberts and will be shared with the full Council.

There was also a question raised regarding the maintenance of the footpath.

Action: Clerk to carry forward.

 

Macmillan coffee morning

Cllr Brandwood confirmed that the amount raised was £1760.20 which beat the amount raised the previous year. This amount includes the online donations. Cllr Brandwood thanked everyone who helped on the day; baked cakes; donated; and, of course, attended. A special thank you went to Cllr Lingard for allowing the use of the chairs and tables from the village hall and for all the help provided on the day.

 

Planning Applications/Consultations

Chairman advised that the S/046/01610/24 application for Gas LPG storage compound on the Lancaster Business Park has been changed and now incorporates all the safety checks – (COMAH (Control of Major Accident Hazards) and MAP (Major Accident Prevention Policies)) – which are part of the regulations/requirements that should have been part of the original application.

Chairman proposed that EKPC SUPPORT the application now that the full Health and Safety requirements have been met, which was agreed at the subsequent vote with one Councillor abstaining.

Action: Clerk to update planning site.

 

Matters of interest from LALC and Rural Services Network newsletters

Chairman mentioned the article in LALC newsletter regarding the length of time that wreaths should be left at the War Memorial.

Chairman mentioned the article about complaining to the Monitoring Officer.

 

Procedural and Financial matters

Move to .gov.uk: Chairman advised that this is largely being driven by the SAAA Strategic Priorities 2025-2028. There will only be ONE email address which will be with the Clerk, who will be the sole point of contact IN or OUT of the Parish Council. The cost of which will have to be included in the precept.

Action: Clerk to ask LCC why there are no email addresses associated with the parish council website.

 

Minimum wage increase/impact on precept: The minimum wage was raised 1st April 2025 and will raise again in April 2026.

Action: Chairman to send the updated (Medium Term Financial Plan) MTFP out again ahead of the December meeting.

Action: ALL Councillors to review and prepare to discuss the precept and any anticipated financial impacts at the 4th December 2025 meeting.

 

Internet banking: Now up and running. There was a minor blip at the first payment which incurred a £15 charge, but this has been resolved.  It was suggested by Chairman that a Proforma Payment Form (which needs to be signed by 2 councillors at a meeting – whether it is pre- or post-payment) be drawn up.

 

Invoices received/paid: none

 

Chairman thanked all those present for their attention and contribution to the meeting and closed the meeting at 20.20.
