Public meeting: Chairman opened the Public Meeting at 19.00. MoP expressed concern over the apparently negative comments from some residents of the Parish, and the Parish Council, with regards to the planning application for extending the caravan site at the rear of the Red Lion Inn. MOP also mentioned that there is very little noise coming from the site, whether it be from the playground or the caravan site itself. MoP also mentioned that it is very important to the village that the pub stays open. The chairman gave a resumé with regards to the background of the development of the caravan site, at the rear of the pub, and stressed that whilst the Parish Council fully supports the endeavours of the current landlord in securing the viability of the pub any development must be done within the conditions laid out in the planning approval that has been granted. It was further stressed that, as per the original planning approval, the caravan site is only there to ensure the viability of the pub.
Chairman closed the Public Meeting at 19.45 and thanked everyone for their input.
RBL/Remembrance Sunday: Mr P Donnellan (RBL President, Coningsby, Tattershall & District Branch) mentioned that there is a problem this year as the 11th is on a Saturday and there is a major ceremony in Coningsby on that day. Cllr Brandwood asked Paddy if he could make it to East Kirkby for 10am, which would allow Mr Donnellan to get to Coningsby for 11am. Cllr Brandwood will do a leaflet drop in the village to announce the 10am ceremony.
Approval of minutes from the September 2023 meeting: Chairman ascertained that the councillors had read the minutes and that they were an accurate representation of the meeting. Minutes were unanimously agreed. Chairman signed a copy of the minutes and will post a copy on the notice board.
District and Country Councillors: Reports from both have been distributed to the Parish Councillors.
Cllr Gray mentioned UpBroadband; CallConnect (All journeys are £2, subsidised by the County Council); No Christmas market in Lincoln, but many other things incl. many activities in the castle ground; Coastal Country Park has been renamed in honour of the late Queen Elizabeth; Horncastle has a Christmas market 10th December;
Highways update: Fire Hydrant should have been fixed in September by Lincs Fire and Rescue; Archer Survey will be added to the list, but cannot guarantee when it will happen; Footpath towards Revesby has been added to the programme; Path to Hagnaby needed the sidings doing which is in the budget for this financial year, but will most likely be done in early 2024.
Cllr Taylor: Teenage Market in Louth 21st October; There is a Christmas Market in Spilsby on 27th November; Cllr Taylor mentioned that in connection with the Red Lion Inn application, the Planning Committee will be liaising with the Licensing Authority with regards to caravan licensing etc. in order to get the correct guidelines in connection with fire regulations, water disposal, fresh water to the site, distance between caravans etc.
Update from last month:
Anglian Water: Nothing to report.
Village information board: Chairman advised that the price from Burgess has risen again and Chairman will speak to Burgess and ask them to bring quote down again.
FixMyStreet: Chairman mentioned that several items discussed at the last meeting have been entered to FixMyStreet. Some are being actioned, others have been rejected. There is a new entry to be made in connection with a collapsing verge following the IDB carrying out maintenance work on the drains. Chairman asked MoP to report the collapsing verge on FixMyStreet.
Zero Hour: Clerk had distributed a mail from Zero Hour regarding the Climate and Ecology Bill, which is due for the second reading on 24th November 2023. Chairman asked if the Parish Councillors wanted to support this bill. At the subsequent vote, it was carried two-to-one to support the bill on the proviso that it is apolitical.
Parish Council Engagement Session 5th December 2023: Clerk had distributed the mail regarding this as they are asking for questions to be submitted beforehand. Chairman and Clerk will “attend”
on 5th December 2023. One question raised is how we get our PCSO back.
Victoria Atkins MP – session on 5th November 2023: Clerk had distributed the invite to the councillors in order to make them aware of the event.
Planning applications: None received.
Financial matters: Invoices received: None
VAT Reclaim: Chairman advised that there is now a mechanism for non-VAT registered groups to reclaim VAT. Chairman and Clerk to follow up and report back once completed.
Clerk had distributed a paper on Draft Sub-regional Strategy Consultation, which Chairman at this point added to the agenda. It was agreed that Chairman would respond on behalf of EKPC.
Chairman thanked all for their attention and contribution and closed the meeting at 21.45.
