East Kirkby Parish Council Meeting

Held at East Kirkby Village Hall

21st October 2021 – 19.00 start

 

Present: Cllrs B Nowicki (Chairman), C Brandwood,  V Lingard, District Cllr J Swanson (Arr. 19.30), JH Mussett (Clerk)

 

Apologies received/accepted: Cllrs C Roe, D Brown and County & District Cllr W Gray

 

Declarations of interest: None declared – based on the published agenda.

 

Approval of minutes from meeting held in September 2021: Acceptance of the September 2021 minutes was proposed by Cllr Brandwood, seconded by Cllr Lingard. Unanimously agreed at the subsequent vote. Chairman signed the minutes off and will post a copy on the notice board. Clerk will upload to the website.

 

Public meeting: No members of the public present. Chairman closed the public meeting at 19.10.

 

Update from Cllr Jim Swanson: Nothing special to report. There are still large numbers of people working from home which can make contacting people difficult.

 

Update on the Certificate of lawful inhabitation: (As seen on Countryfile on BBC1 in 2020).  Cllr Swanson has spoken to Planning Policy. These certificates are part of planning law and not policy. People who have lived in a caravan for 10 years, can apply for the certificate of lawful inhabitation and apply to build a more permanent residence – as long as they can prove their habitation. All this is still subject to a proper planning application and subsequent approval/or not.  

 

Update on planning application S/046/01203/21 – Erection of one pair of semi-detached houses – 2A Lancaster Business Park: 

Mr Carrington is awaiting additional information from the client. Mr Carrington advised Cllr Swanson that EKPC will be advised of any updates to this application.

 

Update from Cllr William Gray: Clerk had distributed Cllr Gray’s report to the Councillors.

 

Tommy Silhouette: Listed Building Consent application is in progress. Awaiting confirmation from the planning office on a query.

 

Village plaque: Chairman has spoken to Tongs at Spilsby who recommended Sprint Signs of Horncastle. Action: Clerk to carry forward.

 

 

 

 

 

 

Speed indicator sign:  Cllr Brandwood had asked Clerk to look into prices. Clerk had contacted 3 different companies: One had not responded and based on the two responses received, Clerk advised that costs range start at £585+ VAT for the most basic SLOW DOWN sign.  Discussion ensued and council agreed to reconsider at a later date, but also agreed that up-to-date speed information in the village is required.

Action: Clerk to enquire from Lincs Road Safety Partnership regarding Community Speed watch initiation.

 

Remembrance Sunday: In the past this will have been advertised on The Tannoy, but The Tannoy is still not up and running, but the Facebook page is up and running. Cllr Brandwood has offered to produce a flyer, advertising both the village remembrance “parade” on November 13th as well as the service on the Airfield on November 14th and will distribute to the village.  Cllr Brandwood asked Clerk if the invoice had been received, which it has not.

Action: Cllr Brandwood will chase.

 

 

Financial matters: Clerk’s wages: Clerk asked if wages for Sept/Oct and thru to next meeting be combined into one payslip, which the councillors all agreed to.

 

Planning applications:

S/046/02094/21 – Unit 1, Lancaster Business Park

The title of this planning application on the planning portal states an “un-illuminated sign” only – All councillors agreed that it is very misleading. Once the application is read, it is actually for a portacabin, parking spaces and an un-illuminated sign. Chairman asked if councillors had any objections to this or whether the council should support it.

Action: Clerk to ask for the title to be amended to include the portacabin. Councillors agreed to support the application.

 

Urgent matters for discussion:

Macmillan Coffee morning: Cllr Brandwood advised that the Macmillan coffee morning in the village raised £1007.57, which is an astonishing amount. Cllr Brandwood thanked Cllr Lingard for her help on the day and also thanked everyone who attended.

 

November/December meeting date: All agreed that the 2nd of December was acceptable instead of 9th December.

 

Queen’s Platinum Jubilee Beacons:  Cllr Lingard mentioned that there had been a beacon lit at the Silver Jubilee. Cllr Brandwood suggested asking Chris, the landlord at the Red Lion, if he had any plans for the Platinum Jubilee and, if so, then the Council will support this.

Action: Cllr Brandwood to action.

 

Chairman thanked all the councillors for their attendance and contributions and closed the meeting at 20.40.
