East Kirkby Annual Parish Council Meeting
15th May 2025 - East Kirkby Village Hall - 19.00 start
Election of Chairman and vice-chairman of the Parish Council
Clerk welcomed everyone and asked for a nomination for Chairman. Cllr Brandwood nominated Cllr Nowicki, which was seconded by Cllr James.
Cllr Nowicki accepted the nomination and nominated Cllr Brandwood as Vice-Chairman.
Cllr Brandwood accepted the nomination.
Chairman’s address
Chairman briefly mentioned a happening for each month, including the start of the bus shelter project; the very noisy bike night; the MacMillan coffee morning, which raised in excess of £1,300; There was no meeting in November/December due to the Parish Council not being quorum; January saw Cllr James join and the first set of Policies and Procedures was released; In February there was a hunt through the village where a number of gardens/paddocks were ‘invaded’; In March Cllr James joined the Gregory Croft Trust as the Parish Council liaison and Chairman started the process for digital banking;
Chairman thanked the parishioners present for their support. Chairman also thanked the Parish Clerk for her diligence and work on behalf of the Parish Council and, of course, the Parish Councillors for their input and backing throughout the year.
Signing of the Declaration of Acceptance of Office (All)
All councillors filled in and signed their Declaration of Acceptance of Office as Councillor. Clerk counter-signed the declarations.
Chairman closed the annual PC meeting at 19.10 and started the normal Parish Council meeting.
East Kirkby Parish Council Meeting

Present and apologies: Cllr B Nowicki, C Brandwood, C Warman, Y James, C Lingard (Arr. 19.15), JH Mussett (Clerk)
Apologies: District Cllr T Taylor
Public meeting: There were no Members of the Public (MoP) present. Chairman closed the Public Meeting at 19.15.
Declarations of interest: None declared- Based on the published agenda.
Approval of minutes from meeting held in April 2025 (Incl. draft minutes from the Annual Parish meeting)
Clerk advised that although the Annual Parish minutes cannot be “fully” approved till the 2026 Annual Parish meeting, Chairman and Clerk would like the minutes semi-approved while still in people’s mind. Cllr James proposed acceptance of both sets of minutes from the April meetings, seconded by Cllr Brandwood. Unanimously approved at the subsequent vote. Chairman signed a copy of the minutes and will post on the notice board.
VE Day Commemoration update: Chairman thanked Cllr Brandwood for organising the event. Cllr Brandwood and all the councillors present would like to extend a special Thank You to all those people who have helped knit the poppies that were displayed. The display was fantastic. Chairman also thanked Cllr Lingard and Clerk for making cakes and serving refreshments on the night of the commemoration.
Cllr Lingard advised that £70.00 was raised in donations on the night. Proceeds will be going to the Veterans Society.
Cake allowance: Cllr Brandwood suggested a cake allowance of £20 every six months, payable to the Clerk and £20 per annum to Cllr Lingard for the provision of cakes and refreshments at the village hall. Both suggestions were unanimously approved by the Council.
Planning applications: None received.
Clerk to reapply to become a Consultee for Planning applications.
Procedural and Financial Matters:
Invoices paid: Zurich insurance of £277.00 had been paid (Cheque No. 100659). Rural Village Services Group cheque has been raised (Cheque No. 100662 £63.00) and will be posted.

Invoices received:
Clerk’s wages invoice: Invoice spanning February 2025 to May 2025 was presented and signed off (Cheque 100663).

Chairman advised that the September 2024 Clerk’s wages cheque was lost and had never been cashed. This was picked up as part of the annual accounts. Councillors unanimously agreed to reissue the payment (Cheque 100660).

Village hall rent: Invoice was received covering 2012 and 2025. Cheque was raised and issued to Cllr Lingard as the Village hall (Cheque 100661).

Clerk asked Cllr Brandwood if he still wanted to put “Matters arising from LALC” and “Matters arising from Rural Services Network” on the agendas as items – Which was unanimously agreed.
Action: Clerk to add to future agendas
Chairman thanked everyone for their participation and attendance and closed the meeting at 19.45.
