East Kirkby Parish Council Meeting

Public meeting: Chairman welcomed everyone to the meeting, opened the public meeting at 19.00. Chairman welcomed everyone to the meeting and asked the Members of the Public (MoP) present if there were any issues they wanted to raise.  MoPs advised that they had no issues to raise.

 

Chairman closed the public meeting at 19.05.

Declarations of interest: There were no declarations of interest based on the published agenda.

 

Approval of minutes from the February 2026 meeting: Approval of minutes from the Parish Council meeting from February 2026: Chairman ascertained that the Councillors had read the minutes and that they were an accurate representation of that meeting. Acceptance of the minutes was proposed by Cllr Lingard and seconded by Cllr James. Unanimously agreed at the subsequent vote. Chairman signed a copy of the minutes and will post a copy on the notice board. Minutes are also available on the website.

 

Updates from last month

Footpath update: Chairman mentioned that the roadworks on the A155 are there in connection with the footpath – the works have finally started.  Membrane is being put down and then the scrapings will be put on top and tampered down.

Cllr Lingard has been to see the workmen regarding the amount of “scrapings” that have been put into the hedges at the side, to make sure that they won’t leave it like that. They confirmed that some of it will be left to bolster the side of the footpath, the rest will be swept into the dyke.

 

Planning Applications/Consultations

00219/26/FUL – Lincolnshire Aviation Heritage Centre

All councillors present confirmed that they had no issues with the application and agreed to SUPPORT the application.

 

03695/25/FUL – Bridge Farm

The idea of the dog walking fields is widely supported. Major concerns were raised regarding the noise level as the proposed application is for a wedding venue for hire – Hirers will rent the space and the venue owners have no input regarding the noise from whatever outside companies are involved.

 

It was proposed that the Parish Council OBJECT to the application on the basis of lack of information regarding control of the venue – specifically the noise level – and the opening times, the parking facilities. There is no problem with the house being rebuilt or the dog-walking area.

There was also a concern raised about the use of the caravans once the house has been completed and the applicants have moved into it. The concern is that the caravans will then be used for holiday lets.

 

The Parish Council unanimously agreed to the objection.

Action: Clerk to update the planning portal with EKPC’s objection to the application.

 

Matters of interest from LALC and Rural Services Network newsletters

21st Century councillors: Chairman and Clerk advised that this training opportunity is full. Clerk to chase another date if possible.

Update from District and County Councillors:

Cllr Roberts (Arr. 19.40): Confirmed that the works on the footpath have started. There appears to be sections of good footpath which are being uncovered.  Cllr Roberts is away for the April EKPC meeting, so the plan is for the village walk about to happen in May 2026.

Cllr Roberts re-iterated the need for parishioners to use the footpath as much as possible.

Chairman mentioned that he has written to Peter Levy at BBC North regarding the footpath and how long we’ve been waiting and the lack of progress.  We are still to hear back.

 

Cllr Roberts advised that he has been given a small amount of grant money to be split by his 10 parishes. Cllr Roberts will advise which forms etc to fill in once the grant process is in place after 5th April 2026.

Cllr Roberts mentioned that additional money is being put into drainage problems (Not ditch drainage problems).

 

Cllr Brandwood mentioned the “Spring Clean Month” was being advertised in LALC News and advised that the last time EKPC started to plan a litter pick, it had to be abandoned due to red tape and the need for marshals, road closures, H&S issues and so on.

Action: Cllr Roberts will check what the constraints are.

 

Procedural and Financial matters

Invoices received and/or paid:

Clerk advised that the refund from DefibWarehouse has been received.

 

Mr Chatterton’s invoice was unanimously agreed at the subsequent vote.

 

Clerk advised that the annual parish meeting will take place on 16th April, starting at 18.30. All parishioners are welcome. This meeting will then be followed by the Parish Council meeting.

 

Chairman thanked all those present for their attention and contribution to the meeting and closed the meeting at 20.30.
