East Kirkby Parish Council Meeting

Declarations of interest: None declared – based on the published agenda.
Public meeting: Chairman opened the meeting at 19.00 and wished everyone welcome to the meeting. As there we no Members of the Public (MoP) present, Chairman thanked everyone for their patience and closed the public meeting at 19.05.
Approval of minutes from the February 2023 meeting: Chairman ascertained that the councillors had all read the minutes and that they were an accurate representation of the meeting. Chairman signed a copy of the minutes and will post a copy on the notice board.
Updates from County and District Councillors: Both had both tendered their reports which have been distributed to all councillors and had sent their apologies.
Clerk advised that Cllr Gray had sent a message regarding the foot path on the A155. “Pre-checks have been carried out to check the current condition, but the surface is beyond repair and cannot be resealed. A full construction will be required, which will be very costly. The path is now included on the waiting list, but unfortunately no timescales are currently available.”
Update from last month:
Anglian Water: Cllr Briggs has nothing new to report. We will carry item forward to April meeting. All to keep a lookout on this item.

Village information board: Chairman has been asked to send updated photos.
Action: Clerk to carry forward to next meeting.
Litter pick: Chairman advised that Balfour Beatty will be carrying out a litter pick on 3rd May with the help of the council. The time is set for 10.00 at the village hall.
Printing and displaying documents for other authorities: Chairman advised that ELDC and LCC send out information stating that posters from them state that they are published and printed by ELDC or LCC – Which is blatantly not true as it is the individual parish councils that actually print them.
Action. Chairman to write to LCC and ELDC, via the Parish Clerk, to ensure that the proper acknowledgments of the Parish Council’s involvement is shown on the posters.
Police surgery:
PCSO Theresa Key introduced the local ANPR manager, Ian Measures, who was attending the meeting at the request of Cllr Brandwood who had enquired about an ANPR camera in the village. A discussion ensued as to the provision of cameras – up to four (4) to cover each road access to the village. Ian advised that a proper survey would need to be carried out and a Data Protection Impact Assessment is one of the areas that would need to be investigated.
Chairman mentioned that there has been virtually no crime in East Kirkby for many years and suddenly there has been a spate of crimes in the village, hence the enquiry. Ian advised that the cost of one (1) camera is approx. £3200. Plus installation costs of £375 and £250 for traffic management (To secure the work force while they install the camera). Together with an annual cost of £315 for maintenance; £288 for the sim card and yearly cleaning costing £85. The current camera may no longer be available and is under review. The alternative camera is £4552 (Incl. installation), £850 maintenance, SIM card cost and cleaning charge would be the same. All prices are exclusive of VAT.
The information the cameras gather is instantly relayed to Police HQ in Nettleham and compared against various local and national lists of vehicles of interest. If we were going to go ahead, the suggestion is to have one camera only and position it such that it would cover the 4 roads at the cross-roads.
The Council was also informed that an expected 50 PCSOs across the whole of Lincolnshire are being made redundant – by the end of April 2023.

Election Nominations: Councillors and Clerk checked all the nomination papers and Clerk will make an appointment at The Hub and take the papers in. Cllr Brown declared that he did not wish to stand again and resigned from the Parish Council. Chairman accepted Cllr Brown’s resignation and thanked him for his time and dedication to the village and Parish Council. Cllr Brown left the meeting at 20.05.
Adopting amended standing orders: Chairman ascertained that all councillors had seen, read and understood the amended Standing Orders. Chairman distributed a booklet with the amended standing orders for all to keep. Cllr Brandwood proposed that we accept the Standing Orders, seconded by Cllr Lingard. Unanimously agreed at the subsequent vote.
Financial matters: Invoices received: None.
Updated Medium-Term Financial Plan (MFTP): Chairman distributed the updated MFTP to all councillors.
Planning applications received: S/046/00453/23 Land off Chapel Lane – Councillors discussed the proposed application. The containers are generally clean and tidy and almost totally out of sight. Unanimously agreed to support the application at the subsequent vote.
Chairman thanked all for their attention and contribution and closed the meeting at 20.35.
