East Kirkby Parish Council Meeting

Public meeting: Chairman welcomed everyone to the meeting, opened the public meeting at 19.05. Chairman asked those Members of the Public (MoP) if they had any items for discussion.

 

The MoPs were Cllr J Roughton Vice-Chairman from Keal Cotes/West Keal Parish Council and Cllr M Rikard. The ladies mentioned the caravans on the airfield and the amount of rubbish on the airfield, the increase of caravans and that there are 2 large dogs loose as well. The ladies mentioned a concern regarding the rubbish and the possibility of rats. The ladies passed Clerk a copy of photographs taken in early January 2026.

Chairman mentioned that he’d been made aware in December 2025 of a caravan and horsebox and a concern for the owner. Chairman advised that the caravans are all parked on private land and not on the highway. Chairman advised that there is nothing we, as a Parish Council, can do to intervene.

The ladies asked if it would be possible to speak to the landowner. The owner of the land is called Declan Lammiman who has always been very polite when addressed. Chairman advised that EKPC approached the landowner a number of years ago when the number of caravans increased and he is quite happy for them to be there.

Chairman pledged that EKPC will contact ELDC/Environmental Health about the rubbish and the dog warden regarding the loose dogs and suggested that West Keal and Keal Cotes Parish Council do the same.

Action: Clerk and Chairman to contact ELDC/Environmental.

 

Chairman thanked the MoPs present for their time and contribution. The ladies left the meeting, and Chairman closed the Public Meeting at 19.25.

Declarations of interest: There were no declarations of interest based on the published agenda.

 

Approval of minutes from the December 2025 meeting: Approval of minutes from the Parish Council meeting from December 2025: Chairman ascertained that the Councillors had read the minutes and that they were an accurate representation of that meeting. Acceptance of the minutes was proposed by Cllr Brandwood and seconded by Cllr James. Unanimously agreed at the subsequent vote. Chairman signed a copy of the minutes and will post a copy on the notice board. Minutes are also available on the website.

 

Update from District and County Councillors:

Cllr Roberts: advised that the repair to the damaged path, from the village to Park Lane will go ahead in February 2026 and that the path will have a mesh laid down and the pilings on top. This is a step forward. However, the original promised works will not be done due to costs.

Cllr Roberts suggested that once the mesh and pilings have been laid down, we do a walk-about with Ms Hardy and the councillors to check the quality of the works.

Chairman asked if Cllr Roberts could find the figures for repairing the same pothole numerous times VERSUS doing it once properly.

Cllr Taylor: Chairman mentioned the caravans on the airfield. Cllr Taylor confirmed that he already knew of the problem and has been in contact with ELDC officers. The dogs are reportedly out of control and quite often “attack” other dog walkers. Cllr Taylor agreed that EKPC should write to ELDC Environmental Health and the Dog Warden as iterated in the Public Meeting.

 

Reorganisation proposals have all been submitted. There should be a decision sometime in the summer;   Pylon consultations are now closed. Representations can still be made;   Green bins can now be renewed;  Specialist Police officers will move from Specialist areas to join in with the rest of forces to provide adequate service.  Impact on the communities will be monitored;  Postal votes will finish 31st January 2026;   There is a long list of supporting grants available of LCC website.

 

Chairman asked Cllr Taylor about the question from last month regarding a brown sign for the village hall.

Action: Chairman asked Cllr Taylor to follow up.

 

Chairman thanked Cllr Taylor for his attendance and Cllr Taylor left the meeting at 20.25.

Procedural and Financial matters

Move to .gov.uk: Chairman asked Clerk to action before next parish council meeting.

Action: Clerk to set-up the new .gov.uk email

 

Defibrillator: Chairman advised that BHF (British Heart Foundation), who run the ‘Circuit’, which is the database for all defibrillators with the Chairman as the ‘guardian’, have advised  that our defibrillator will no longer be supported by the manufacturer, due to sourcing difficulties, and that the battery pack and pads are no longer going to be available from February 2026. This means that we will have to replace the defibrillator.

Our defibrillator pads run out on the 17th of February so the proposal is to buy batteries and pads now, which will tide us over for approx. another 2 years and at that point we will have to replace the defibrillator.  This purchase will have to be added to the Medium-Term Financial Plan. Unanimously agreed to buy the new batteries and pads.

Action: Clerk to purchase asap.
