East Kirkby Parish Council Meeting

Held at East Kirkby Village Hall

15th July 2021 – 19.00 start

 

Present: Cllrs B Nowicki (Chairman), C Brandwood, D Brown, V Lingard, County & District Cllr W Gray, JH Mussett (Clerk)

 

Apologies tended and accepted: Cllr C Roe

 

Declaration of interest: None – Based on the published agenda.

 

Approval of minutes from June 2021: Chairman ascertained that all had read the minutes and that they were an accurate representation of the meeting. Acceptance was proposed by Cllr Brandwood, seconded by Cllr Lingard. Unanimously approved at the subsequent vote. Chairman will post a copy on the village notice board.

 

Update from Cllr Gray: Cllr Gray introduced himself and advised of the various committees that he sits on. They are mainly focused on people and health.

Cllr Gray stressed that there is now a dedicated “litter picking kit scheme” where you can get hi-viz gear, pickers etc.  You just need to be a registered group, have a register of who is there, carry out a basic risk assessment & basic grabber training.

Action: Cllr Brandwood will contact and get a pack.

Chairman advised that he had participated in a webinar regarding the Viking Link and one of the things they will organise thru Balfour Beatty is to carry out a major road litter pick (Like the A155) as they have all the necessary gear to provide a safe working environment on the road etc. Chairman to contact Balfour Beatty regarding this service.

 

Cllr Gray asked if there were any outstanding items that his predecessor Cllr Aron had been dealing with. Cllr Brandwood mentioned the footpath to Reevesby which 18-24 months was meant to have been mown by the Council. Alas, the top of the path was removed including the tarmac, grass, weeds and has left the path full of dangerous holes.

Cllr Brown mentioned the drains along the main road are completely covered over with mud and this leaves large puddles in the road (A155) when there has been heavy rain. The workmen came along and tried to lift the metal drain covers, failed and left them and, of course, the flooding problem.

Action: Clerk to carry forward.

 

Letter from the Lincolnshire Police:

Chairman read out a paragraph from the letter regarding meetings where they claim that they will provide a quarterly report, but will not attend. Chairman reiterated that if there is a problem in the village it is imperative to report as soon as possible.

 

Financial matters:

Clerk’s wages: Clerk’s wags totalling £86.80 were agreed and approved.

Statement of internal control: Councillors reviewed and agreed the date changes carried out in the document.

Chairman ascertained that all councillors were happy with both items and they were unanimously approved at the subsequent vote.

 

Planning applications:

Chairman handed out printed copies of S/046/1468/21 – Bridge Farm, Fenside. This application had been lodged on 15th July 2021. Councillors discussed the application and unanimously agreed to SUPPORT the plans.

 

If S/046/1203/21 – Lancaster Business Park: Clerk to ask Cllr Swanson (Copy to Ian Carrington) to call this before committee and EKPC wishes to be represented.

 

Urgent matters for discussion:

Cllr Brandwood has written to Victoria Atkins, MP regarding the potential for the development of caravan parks into residential sites via a loophole in the planning process. Victoria Atkins sent the letter off to another MP (Christopher Pincher, Minister of State for Housing) who has replied to the letter, but has not answered a single point raised by Cllr Brandwood. Cllr Gray advised that Cllr Brandwood should go back to Victoria Atkins  (Copying Mr Pincher) and ask for the questions raised to be answered fully.

Cllr Brandwood suggested that we ask Victoria Atkins to come to one of our meetings.

Action: Clerk to write to Victoria and invite her to attend our meeting to discuss this particular issue.

 

Chairman thanked Cllr Gray for coming and his contribution to the meeting and also thanked everyone else for their attendance and input. Meeting was closed at 20.35.
