Annual General Meeting

20th May 2021 - 19.00 start

 

Present: Cllrs B Nowicki (Chairman), C Brandwood, D Brown, V Lingard, Cllr C Roe, JH Mussett (Clerk)

 

Apologies received/accepted: None

 

In line with government regulations the five Councillors and the Clerk constituted a total of six people, meeting in-doors. Provision had been made for any Members of the Public wishing to observe the meeting.

 

Election of Chairman: Cllr Lingard nominated Cllr Nowicki, seconded by Cllr Roe.  Unanimously agreed by all councillors.  Chairman accepted the nomination and thanked the councillors for their time and diligence in the past year. Chairman asked Cllr Brandwood to take up the position of Vice-chairman, seconded by Cllr Lingard. Cllr Brandwood accepted.

All Councillors signed their Acceptance of Office declarations. AGM was closed by Chairman at 19.15.

 

East Kirkby Parish Council Meeting

Declarations of interest: None declared – based on the published agenda.

 

Approval of minutes from meeting held in April 2021:

Acceptance of the April 2021 minutes was proposed by Cllr Roe, seconded by Cllr Brown. Unanimously agreed at the subsequent vote. Chairman signed the minutes off and will post a copy on the notice board.

 

Village hall bench:

All councillors agreed that the benches we looked at in March were very nice and it was agreed to purchase a bench. Chairman has found another company, based in Wirksworth where farmland plastic gets recycled. Clerk to send examples to Councillors and once agreed, Clerk will order for delivery asap.

Chairman and Cllr Lingard have filled in the Community Grant form and have asked for £100. Chairman asked the Councillors if they thought the Council should assist in funding the bench. It was unanimously agreed by the Council to contribute £100. Cllr Brandwood mentioned that Peta4Dogs would also contribute £100. Clerk also mentioned the £100 contribution from KS Allbones and passed the cheque to Cllr Lingard.

Action: Clerk to order  bench.

 

Discussion ensued regarding further funding and moved onto the website. Clerk advised that only Peta4Dogs and KS Allbones have replied positively to the invite for a company link from the parish council website. Clerk also advised, so far, only one business within the village has declined the offer of inclusion on the parish Website.  Chairman asked Clerk to circulate all replies received to the Councillors.

 

Financial matters:

Clerk’s wages: Chairman advised Council of Clerk’s wages going back to February amounting to £257.60. Acceptance was proposed by Cllr Roe, seconded by Cllr Brandwood.

Insurance: Clerk advised that East Kirkby Parish Council is still in a Long-Term Understanding with BHIB and the premium is £153.29

Acceptance of invoices was proposed by Cllr Roe, seconded by Cllr Brandwood. Unanimously agreed at the subsequent vote.

 

Planning applications:

East Kirkby House: S/046/00701/21:

Chairman had provided a print out for all councillors of the application.  Application is to expand the existing stable block and turn it into a self-contained annex and a workshop. Council discussed the application at length, but all agreed that it was a bonus as it would stop further deterioration.

Council unanimously agreed to SUPPORT the application.

 

Ivy House Farm; S/046/00831/21:

Chairman had provided a print out for all councillors of the application.  Application is to demolish existing building and replace with a new build.

Council unanimously agreed to SUPPORT the application.

 

Urgent matters for discussion:

Roadworks: Footpath upto Jasper’s was promised to be re-instated. It has still not been cleared. Chairman originally asked for the problem to be added to FixMyStreet in 2020. Chairman asked Vice-Chairman and Cllr Brown to also add a complaint.

 

Cllr Brown mentioned the drains from the Air Museum all the way to Cobblers Corner. They are absolutely blocked. This was reported via FixMyStreet. Cllr Brown also mentioned that approx. 6 weeks ago, a crew arrived to empty the drains and the crew were unable to lift the grates as they were almost “welded” shut with debris.

 

Cllr Brown also mentioned a very large puddle on the A153 which is also caused by blocked drains. These drains are in a different place to the previously mentioned. Chairman again asked Cllr Brown to report it via FixMyStreet.  There is another set of blocked drains by the War Memorial, which is causing flooding. There are also 2 large pot holes on Fen Road, approx. outside number 15.

Action: All councillors to report problems via FixMyStreet.

 

Dog mess bin:  A request was made for an additional bin down by the Manor Care Home.

Action: Clerk to chase dog warden.

 

Broadband voucher: Chairman mentioned that there is a voucher scheme to provide Gigabit Broadband access to “hard to reach” areas.

 

Chairman thanked all the councillors for their attendance and contributions. Meeting closed at 21.00.
