East Kirkby Parish Council Meeting

Held at East Kirkby Village Hall

Present: Cllrs B Nowicki (Chairman), C Brandwood, D Brown, C Roe, District Cllr J Swanson (Arr. 19.30), JH Mussett (Clerk)

 

Apologies received/accepted: Cllr V Lingard

 

Declarations of interest: None declared – based on the published agenda.

 

Approval of minutes from meeting held in May 2021:

Acceptance of the May 2021 minutes was proposed by Cllr Brandwood, seconded by Cllr Brown. Unanimously agreed at the subsequent vote. Chairman signed the minutes off and will post a copy on the notice board.

 

Audit 2020-2021:

Chairman and RFO took the councillors through the accounts and figures. Council proceeded to look at the bank reconciliation figures. Chairman pointed out the refund from LALC of £20.00 as well as the £25.00 charge for stopping 2 cheques after the chequebook was lost by Royal Mail.

Council then moved on to the AGAR requirements. As East Kirkby Parish Council has income and expenditure of less than £25,000 we have to complete AGAR Part 2. Council was advised of the requirements of the Section Chairman and RFO signed off Section 1.

Council then moved on to review Section 2 Accounting Statements 2020/21, which Chairman and RFO signed off.

Chairman and RFO then signed off the Certificate of Exemption – AGAR 2020/21 Part 2.

Clerk will send off the Certificate of Exemption to PFK Littlejohn. Chairman will scan and send documents to Clerk for publication onto the website.

 

Update from Cllr Jim Swanson:

Cllr Swanson advised EKPC that he is still a member of the Planning committee and the Lindsey Marsh Drainage Board.  

Clerk to check out S/046/01203/21. Responsible officer is Ian Carrington, who had also been elected to LCC. Cllr Brown mentioned that there has been an awful lot of noise going almost 24 hours a day, from the Lancaster Business Park. Cllr Swanson advised to keep a diary of the noises and to also contact ELDC Environmental Health.

 

Review of service to customers in relation to Covid19 and its impact, flexible working, customer access points in East Lindsey are being closed (Staff will then be redeployed to assist in other services that have been put under pressure during the pandemic) www.Oneteamhub.co.uk

Parish portal will be up and running for parishes to access.

GreenHomes grant is being launched in July 2021 to help people improve their home;

 

A discussion ensued regarding the status of static caravan parks being turned into all-year residential occupancy sites due to a loop hole in the development rules and regulations.

Cllr Swanson left the meeting at 20.35.

 

Financial matters:

Clerk’s wages: Chairman advised Council of Clerk’s wages for May/June amount to £186.60 which included the Parish Council contribution to the Village Hall bench, purchased by the Clerk as agreed at the May 2021 meeting. Acceptance of invoice was proposed by Cllr Roe, seconded by Cllr Brandwood. Unanimously agreed by the Councillors at the subsequent vote.

Planning applications:  No applications received.

 

Urgent matters for discussion:

LALC News: Cllr Brandwood mentioned the “Keep Britain Clean” and wondered whether the rules have changed with regards to charges, rules and regulations.

Action: Clerk to ask John Skinner if he incurs any charges from his weekly litter pick by Old Leake.

 

Cllr Brandwood mentioned that the drains in the village have been cleared. Chairman has had a call from Derek Jones (Highways).  The surface drains from the Lincolnshire Aviation Heritage Museum, round Cobblers Corner and beyond still appear not to have been cleaned/jetted. Cllr Brown to check.

 

Dog mess bin:  A request was made for an additional bin down by the Manor Care Home.

Action: Clerk to chase dog warden for the third time.

 

 

Chairman thanked all the councillors for their attendance and contributions and closed the meeting at 21.00.
