East Kirkby Parish Council Meeting

Held at East Kirkby Village Hall

20th January 2022 – 19.00 start

 

Present: Cllrs B Nowicki (Chairman), C Brandwood, V Lingard, County & District Cllr W Gray, JH Mussett (Clerk)

 

Apologies received/accepted: Cllrs C Roe and D Brown

 

Declarations of interest: None declared – based on the published agenda.

 

Approval of minutes from meeting held in December 2022:

Acceptance of the December 2022 minutes was proposed by Cllr Brandwood, seconded by Cllr Lingard. Unanimously agreed at the subsequent vote. Chairman signed the minutes off and will post a copy on the notice board. Clerk will upload to the website.

 

Public meeting: No members of the public present. Chairman closed the public meeting at 19.10.

 

Update from Cllr William Gray: Clerk had distributed Cllr Gray’s report to the Councillors ahead of the meeting. Cllr Gray kindly offered his help as District Councillor given our loss of Cllr Swanson, who passed away in December.

Good citizens award is live;   Visit England – Lincoln Castle and Memorial Flight amongst other tourist attractions and have won an award;    Avian flu – Has currently died down a little in this area. Cllr Gray urged caution to those with chickens at home;    Covid vaccination can be obtained at Stanhope Hall;    Budget time at the County Council. We are able to comment on this.

 

Chairman mentioned the visit from Cllr Davies a few years ago and the top of the footpaths being wrecked by the machinery sent out by Lincolnshire County Council. At that time Cllr Davies assured us that this would be carried out. Chairman has tried to push this issue forward again via FixMyStreet.

Action: Cllr Gray will investigate.

Jubilee: Lincolnshire Community Foundation have various grants available to help fund events for the jubilee. Cllr Gray mentioned that there are plans for various large estates doing the beacon (incl. Scrivelsby). Clerk to investigate if Revesby (Peter Wiggins Davies) are doing a beacon or bonfire. Chairman to ask if the Aviation Heritage Centre are doing any events.

Cllr Brandwood mentioned a post had been on Facebook regarding a street party. This will need to be investigated so that the road can be closed etc. Chairman to write up an invitation to the parishioners to be added to Facebook (either via Cllr Brandwood or the landlord of The Red Lion). It was suggested that interested parties be invited to the next parish council meeting.

Updates from previous meeting:

Village information board: Chairman has contacted Sprint Signs of Horncastle and presented their quote of £780.00. It was agreed that a further quote should be obtained to prove due diigence.

Community Speed Watch:  Cllr Brandwood suggested putting information about this in with the Jubilee flyer and asking people to come forward and show their interest.

Action: Clerk to add to the website.

 

Updated website: Chairman advised that the website has been updated and 2018 has been archived.

 

Financial matters:

Medium Term Financial Plan:

Chairman has updated the plan and Chairman asked Cllr Brandwood to investigate security to cover the oil tank at the village hall. Thieves have broken the pipes to and from the oil tank so it was suggested that the Parish Council add CCTV to cover the tank.

Action: Cllr Brandwood to investigate CCTV

 

Council tax increase: Council discussed the proposed increase and await the police increase proposal.  

 

Mr Chatterton invoice: Clerk advised Councillors of the annual charge of £30.00 for the grass cutting, covering 2021. Cheque no. 100620

Clerk’s wages: The Clerk’s invoice includes a charge of £117.00 from ELDC for the Tommy Silhouette planning application and amounted to £260.80. Cheque no. 100621

Both invoices were unanimously approved by the Councillors.

 

Planning applications:  None received.

 

Urgent matters for discussion:

County Views: Chairman has tried to join Country Views, but the system is refusing him access.

 

Chairman thanked the Councillors for their attendance and contributions and closed the meeting at 20.25.
