East Kirkby Parish Council Meeting

Held at East Kirkby Village Hall

2nd December 2021 – 19.00 start

 

Present: Cllrs B Nowicki (Chairman), C Brandwood, V Lingard, JH Mussett (Clerk)

 

Apologies received/accepted: Cllrs C Roe, D Brown and County & District Cllr W Gray

 

Declarations of interest: None declared – based on the published agenda.

 

Approval of minutes from meeting held in October 2021:

Acceptance of the October 2021 minutes was proposed by Cllr Brandwood, seconded by Cllr Lingard. Unanimously agreed at the subsequent vote. Chairman signed the minutes off and will post a copy on the notice board. Clerk will upload to the website.

 

Public meeting: No members of the public present. Chairman closed the public meeting at 19.15.

 

Update from Cllr William Gray: Clerk had distributed Cllr Gray’s report to the Councillors.

 

Notices Planning Applications: Clerk to approach ELDC for clarification on apparent non-publication of planning issues/applications that affect the parish.

Action: Clerk to clarify.

 

Updates from previous meeting:

Queens Diamond Jubilee: Cllr Brandwood has spoken to the landlord of the Red Lion who is planning an event in connection with the jubilee. It was suggested that the landlord come and talk to the Parish Council regarding his plans and any assistance that the Parish Council can offer. 

 

Tommy Silhouette: Listed Building Consent application is in progress. Additional information has been sent to ELDC Planning,

 

Village information board: Chairman has contacted Sprint Signs of Horncastle to obtain a quote. Cllr Lingard suggested that Tongs of Spilsby might be able to make the frame.

Action: Chairman to follow-up

 

Lincs Road Safety Partnership:  Clerk has sent an enquiry from Lincs Road Safety Partnership regarding Community Speed watch initiation and training. Carry forward.

 

Financial matters:

Medium Term Financial Plan: Chairman took the Councillors through the various items on the Annually Recurring expenditure. We then moved on to Suggested Projects and Councillors discussed various items.  Chairman asked Councillors to have a look and a think of projects for discussion and inclusion to the January meeting.

Cllr Brandwood advised that the dog litter bin has blown off its fixings. Chairman has reported this several times vias FixMyStreet and asked Cllr Brandwood to also report it via FixMyStreet.

Action: Clerk to chase Leakes of Louth regarding the best way to clean the War Memorial.

 

Clerk’s wages: The Clerk’s wages included the timeframe from October through to the December meeting and amounted to £232.59. Cheque no.: 100617

DM Payroll Services Ltd: Clerk has received the £60.00 invoice. Cheque no.: 100618

Royal British Legion Poppy Appeal:  Invoice still not received.

 

Both invoices were unanimously approved by the Councillors.

 

 

Planning applications:  S/046/02094/21 – Unit 1, Lancaster Business Park. Clerk advised that this application has been granted.

 

 

Urgent matters for discussion:

Precept: Chairman suggested keeping the precept at £3,000 per annum which was agreed unanimously.

 

 

Chairman wished the Councillors a Merry Christmas and thanked them for their attendance and dedication in 2021 and closed the meeting at 20.20.
