2020 July Published Minutes

Election of Chairman: Cllr Lingard nominated Cllr Nowicki, seconded by Cllr Brown.  Chairman accepted the nomination and thanked the Councillors for their time and dedication in the past and the recent difficult times.

Chairman asked Cllr Brandwood if he would continue in the position of Vice-chairman, seconded by Cllr Lingard. Cllr Brandwood accepted.

All councillors signed their Acceptance of Office forms.

Approval of the minutes from 16th January 2020 meeting:

Chairman ascertained that all had read the minutes and agreed that they were an accurate representation of the meeting. Chairman asked for a Councillor to proposed acceptance of the minutes. Proposed by Cllr Brandwood, seconded by Cllr Brown. Unanimously agreed at the subsequent vote.

Chairman signed the minutes and will post a copy on the notice board.

AEL traffic update:

There was a meeting between AEL (Mr Shooter and Clayton) and Mr Collington. It was agreed that the traffic would not go through the village. A155 is the preferred route.

Audit 2019/2020:

Chairman took the Councillors through the audit figures in detail; explained the costs and other posts; verified the internal audit and confirmed when it was carried out.

Cllr Brandwood suggested adding a note regarding the lack of financial activity on the account from December 2019 and up to the end of the financial year, due to meetings being cancelled and Covid-19. Chairman ascertained that all councillors understood and agreed the audit and asked for a Councillor to propose acceptance of the audit.

Cllr Brandwood proposed acceptance of the audit, Cllr Roe seconded.

Unanimously agreed at the subsequent vote.

The dates for public viewing of accounts range from 1st to 30th September 2020.

Clerk to upload information onto the website prior to 1st September and send off AGAR certificate etc. to PFK Littlejohn auditors.

Covid-19 update:

Chairman re-iterated the government guidelines and assured the Councillors that the Parish Council meeting complied with the NALC guidelines for holing an in-person council meeting.

Village plaque:

Chairman reminded the Councillors of the grant received from Cllr Swanson towards to village plaque and distributed the proposed information to the councillors. Chairman advised councillors that his original thought was for a hexagonal sign.

Cllr LIngard suggested adding “Just Jane” to the front information, possibly as an illustration. Chairman to check the funds for the second Tommy.

All councillors to have a read of the proposed information and to make suggestions at the next meeting.

Planning Applications:  LCC REFERENCE: PL/0075/20

AEL Lentons have applied for the clamp storage to be raised from 4m to 6m and using dried digestate to cover the silage.

Councillors unanimously agreed to SUPPORT the application.
