Annual Meeting

16th May 2019 - 19.30 start

 

Present: Cllrs B Nowicki (Chairman), C Brandwood, D Brown, V Lingard, District Cllr J Swanson, County Cllr B Aron, JH Mussett (Clerk)

 

Apologies received/accepted: Cllr C Roe

 

Election of Chairman: Cllr Lingard nominated Cllr Nowicki, seconded by Cllr Brown.  Chairman accepted the nomination and thanked the councillors for their time and diligence in the past term.

Chairman asked Cllr Brandwood to take up the position of Vice-chairman, seconded by Cllr Lingard. Cllr Brandwood accepted.

 

All Councillors signed their Acceptance of Office declarations.

Public meeting:  

No Members of Public present. Chairman closed the public meeting at 20.07.

 

Action

 

Approval of the minutes from April 2019 meeting:

Chairman ascertained that all had read the April minutes and agreed that they were an accurate representation of the meeting. Chairman asked for a councillor to proposed acceptance of the minutes. Proposed by Cllr Lingard, seconded by Cllr Brandwood. Unanimously agreed at the subsequent vote.

Chairman signed the minutes and will post a copy on the notice board.

Members’ and Clerk’s report back:

War memorial update: Chairman mentioned the radio broadcast on 14th May, which had gone really well. The presenter, Melvyn Prior will hopefully follow-up on the story in the week prior to the actual event in October.

Clerk mentioned that there has been a response to the radio already.

 

Chairman asked Cllr Brandwood if he would speak to the Choirmaster regarding the choir leading the hymns at the church, War Memorial and possibly performing a short session at the village hall whilst refreshments are being served.

Chairman asked Cllr Lingard to liaise with Rev Peter Coates regarding the day.

 

Tommy Silhouettes: Clerk mentioned that an appeal for funds has been added to the web site. Cllr Brandwood will send Clerk Mr Ryan information so Clerk can get the contact information updated.

Clerk to write to Leakes and ask about start date for the works on the Memorial.

Update from Cllr Aron:

Footpaths/Highways: Cllr Aron advised that the list of works has been handed to Highways, but there are no firm dates for some of the works as yet.

30/40mph signs have been completed; 50mph extension still outstanding; footpath is being checked for damage; Fen Rd A155 junction erosion is outstanding; Manor Close footpath will not happen.

Cllr Aron will check on progress and advise Clerk.

 

Council has a carbon emission target; Heritage consultation has ended and is under evaluation; Dambusters at BBMF running till end of September; Tennyson’s letter from Queen Victoria is at the Lincoln Archives in Rumbold street; 2 weeks left on the moon exhibition at the Collection Museum.

Update from Cllr Swanson:

Cllr Swanson expressed his gratitude to all those who had helped return him to office.

 

Local Plan went well; significant growth; Magna Vita doing well; Government comprehensive review to come; Business rate changes are as yet not agreed;

Challenges in the local area are: skills deficit; isolation; deprivation; sheer physical scale of the county; Customer service is one of the key items for the future.

Planning Applications:  None received.

 

 

Annual Audit

Chairman advised the councillors of the various points in the Bank Reconciliation;

Chairman asked councillors if they agreed that the Parish Council should be declared exempt from audit, as it has a gross expenditure/income of less than £25,000, and thus send off the Certificate of Exemption, which was unanimously agreed.

Clerk to email certificates to PFK.

 

All forms, certificates etc will be published on the parish website. 

Dates for exercise of public rights will be from Monday 17th June to 26 July 2019.

Financial matters:

Annual insurance: Annual insurance premium is £151.43. Cheque No100579.

Clerk's wages: Wages of £76.00 and £21.60 in mileage, totalling £97.60.

Invoices were proposed by Cllr Brandwood, seconded by Cllr Lingard and unanimously agreed.

Councillors discussed the collapse of the gully outside the village hall due to the very heavy lorries and agreed that works should be carried out to ensure that the gully doesn't collapse further. Councillors to discuss at June meeting. Carry forward.

Chairman thanked everyone for their attendance, attention and contributions and closed the meeting at 21.40.
