Approval of the minutes from Annual Parish and ordinary May 2019 meetings: Chairman ascertained that all had read the Annual Parish minutes as well as the ordinary May meeting minutes and agreed that they were an accurate representation of the meeting. Chairman asked for a councillor to proposed acceptance of the minutes. Proposed by Cllr Brown, seconded by Cllr Lingard. Unanimously agreed at the subsequent vote. Chairman signed the minutes and will post a copy on the notice board.

Members’ and Clerk’s report back: War memorial update: Road closure: Chairman has applied for the road closures through Lincs County Council (LCC). Chairman’s original contact for Murphy & Son has left, but Chairman has made contact with the replacement. Still awaiting full confirmation from Murphy & Son.
Choir: Cllr Brandwood has mentioned the event to the choir who are very willing to perform the hymns at the church. However, the choirmaster will be having surgery at the beginning of October so his presence is doubtful. This in turn may impact on the music to be played at the memorial itself. Carry forward.
Rev Peter Coates: Chairman ascertained that Cllr Lingard has spoken to Rev Coates to ensure that he is aware of the day and attending.
Tommy Silhouettes: Cllr Brandwood has met with Ryan and Di who were meant to update the council on the progress of funds. Unfortunately neither were present at the meeting. Carry forward.
Leakes: Have confirmed that works will commence in late July/early August.
Additional discussion items: RBL may be able to provide a standard bearer if we contact them in plenty of time. Discussion ensued regarding wreaths and it was generally agreed that laurel wreaths should be laid. Cllr Lingard will ask the lady who does the flowers for the church if she can make laurel wreaths. Clerk also mentioned the article in the June Old Leake News, which will re-run in October.

Battle of Britain Memorial flight (BBMF): Chairman has enquired about the possibility of a fly past, but unfortunately the season ends in September, so we have just missed the deadline. Cllr Aron to provide Chairman with a contact name at Coningsby so there may be a second chance.

Update from Cllr Aron: Cllr Aron mentioned that BBMF exhibition at Coningsby till the end of September.
LCC have had an Ofsted inspection of the childrens’ services and been rated outstanding; Gold command for the multi-agency command team has been operational for the last 14 days; Annual statement has been issued by the leader of the council. Cllr Brown mentioned that there seems to be an improvement with the road drainage and Cllr Aron confirmed that the council is trying to be pro-active. Chairman asked how best to get hold of the Council weed killer man and Cllr Aron confirmed that FIXMYSTREET is the best way to report it and then Council can be chased up via the website. Cllr Lingard mentioned that coming out of West Keal a massive pothole has appeared following the rains, but Cllr Aron was already aware and will chase up. Cllr Lingard also brought to the attention Cllr Aron a number of potholes on Chapel Lane opposite the Old Rectory. Cllr Aron to visit and will report for EKPC. Cllr Aron left at 20.10.

Update from Cllr Swanson: Cllr Swanson updated the councillors that he is back on the drainage board meetings. He is expecting the Board to be hauled over the coals for the breach of the river Steeping; East Lindsey is launching Rough Sleeping Prevention; Franklin Way is being re-launched; Time and Tide Bell will be installed at Mablethorpe, which is to highlight the climate changes and trying to make people more aware.
Lincolnshire police and crime panel: takes place in Tedder Hall, Manby 28/6 at 11. Topics will include a review of the annual report; proposed plans for 2020-21; Additional information on: www.e-lindsey. gov.uk /lpcp
East Lindsey District Council is due to be audited, in a similar manner to those audits carried out by Ofsted: As an independent, Cllr Swanson has been invited for interview and to raise points of concern. One of the points that Cllr Swanson wants to make, on behalf of several small parish councils, is in connection with the proposed changes towards electronic planning applications only. There is a new planning manager, Paul Edwards.

Planning Applications: Electronic notifications: ELDC want to do electronic notifications only. Clerk's email to be the main focal point for electronic applications.
Chairman asked Cllr Swanson to ask if ELDC will be issuing clarification in connection with the changes to the drainage regulations pertaining to cess pits, septic tanks, digesters etc., for planning application purposes.

Financial matters: Audit files: Clerk confirmed that files were sent 14th June 2019.
Clerk's wages: Wages of £95.00 and £10.80 in mileage, and £1.50 postage. Totalling £107.30. Minute Ref: 106/01
Invoice acceptance was proposed by Cllr Brown, seconded by Cllr Roe and unanimously agreed.
Councillors discussed the collapse of the gully outside the village hall due to the very heavy lorries and agreed that works should be carried out to ensure that the gully doesn't collapse further. Councillors to discuss at July meeting. Carry forward.

Communications/Urgent items for discussion: Cllr Betty Spence passed away recently. The parish councillors expressed their sadness and reminisced about the years that Cllr Spence was on the council. Cllr Spence joined the Parish Council in May 2014 and left in October 2017 due to ill health. Cllr Spence was praised by all for her diligence and dedication.

Chairman thanked everyone for their attendance, attention and contributions and closed the meeting at 20.55.
