East Kirkby Parish Council Meeting
21st February 2019 - 19.30 start

Public meeting: Chairman opened the public meeting at 19.35. MoP advised that they had been out in the village collecting signatures from the parishioners who would be in favour of the proposed Tommy silhouettes. Chairman advised that he has contacted Mr Panton of Planning Department regarding what types of applications are needed. Chairman was advised that a Listed building consent is required, costs to be ascertained. We require a draughts man to draw up plans; Parish councils pay 50% of listed building planning consent. Fund raising is starting up with donation boxes in various locations within the village. Parish Council will submit and fund the planning application without prejudice. Discussion ensued regarding costs, lead times, etc of the Tommy Silhouette. Suggestions for organisations to contact regarding donations: GiftAid; it was mentioned that Calor Gas are offering donations to village projects; Revesby Estate; Aviation Heritage Centre. Fund-raising efforts will be on-going.
MoP mentioned the state of the footpath from Jasper’s/Park Lane t East Kirkby. "Man traps" have resulted from the grass being cleared from the footpath and they range in depth between 2 and 3.5 cms, making the surface unsafe to walk on. There is a meeting on 26/2/2019 at 2.30 with County Cllr Richard Davies (Portfolio Highways, Transport & ICT), Andy Ratcliffe (Highways Authority), Cllr Aron and Chairman.
Chairman thanked the MoPs for their input and closed the public meeting at 20.15.

Approval of the minutes from January 2019 meeting: Chairman ascertained that all had read the January minutes and that they were an accurate representation of the meeting. Chairman asked for a councillor to proposed acceptance of the minutes. Proposed by Cllr Brandwood, seconded by Cllr Lingard. Unanimously agreed at the subsequent vote. Chairman signed the minutes and will post a copy on the notice board.

Members’ and Clerk’s report back: War memorial update: Clerk advised that she had been in contact with Leakes of Louth to verify the quote. The quote is £2200 excl. VAT (£440.00) total £2640.00. Acceptance of quote has been sent to Leakes of Louth. Awaiting start date.
Extension to speed limit: Update at March meeting after meeting on 26/2/2019 as mentioned above. Cllr Aron’s ref. 10100013424.

Update from Cllr Aron: Cllr Aron mentioned some of the items for discussion on 26/2/2019: 30 - 40mph sign is still missing; 50mph extension eastbound requested; footpaths in and around the village, A155 from Park Lane to East Kirkby in particular; Church lane up toward the church (also reported via website); Fen road junction with A155 surface breaking up; Manor Close footpath overgrown and rutted. Concern that some of the damage to the footpaths has been done by the clearance machine!
More general update: Council tax expected to rise; Consultation on the heritage service being revamped.
In connection with the War Memorial: Cllr Aron believes that Community Officers might be able to help with some funding as well. Cllr Aron to advise Clerk of names and also provide some guidance notes to the fundraising team.

Update from Cllr Swanson: 9.5p per week rise in council tax for Band D; Environmental Crime Officer has been appointed (Paul Carville) employed by ELDC to target dog fouling and littering. Mr Carville is to be joined by another officer once recruited; Councillor grants as held by Cllr Swanson have all been spent; Celebrate Women in Business at Louth's Fairfield Centre on March 8th; Returning officer (Rob Barlow) held briefing meetings ahead of election in May;
Cllr Aron left the meeting at 20.30.

Financial matters: LALC invoice: Annual membership fee of £78.00 Minute Ref: 95/01
Clerk's wages: Wages of £133.00 and £10.80 in mileage, totalling £145.40 Minute Ref: 95/02
Acceptance of both invoices was proposed by Cllr Brown seconded by Cllr Lingard. Unanimously agreed at the subsequent vote.

Planning Applications: S/046/00216/19 Sandilands Plot 1: Application for a dormer bungalow with attached garage. Applicants have been to visit the occupants of 22 Fen Rd to outline their plans and introduce themselves. Discussion ensued regarding the proposal which clearly reflects the comments made by the Parish Council to the previous application; the Council see this as a better fit both within the site and the village;
Chairman suggested that the council support the application with a suggestion as to whether it would be possible to move garage to the north side further lessening any impact on photovoltaic panels. This was agreed by the council with one abstention.

Communications/Urgent items for discussion: Best Kept Village competition: Council decided not to enrol.
May elections: Clerk advised Councillors of the election in May and it was decided that nomination packs would be completed ahead of the March meeting. Carry forward.
Rededication service: Cllr Brandwood queried the road closure procedure. Chairman will bring up with Andy Ratcliffe. Clerk to circulate email regarding TRO.
