20th September 2018 - 19.30 start

Present: Cllrs B Nowicki (Chairman), C Brandwood, D Brown, V Lingard, C Roe, District Cllr J Swanson, County Cllr B Aron (Arr. 20.45), Members of the Public (MOP), JH Mussett (Clerk)

Public meeting:

Chairman welcomed MoP and opened the meeting at 19.40 and asked if MoPs had any items to raise.

 

Paul from Jaspers, Farm Shop and Restaurant, thanked East Kirkby Parish Council and residents for the warm welcome they have received after moving into the village.

 

Road closure signs: MOP raised a concern regarding the number of signs about the imminent closure of the A155. Chairman has been onto the Highways website and looked at the road closures published. The road is closed from 24th September 2018 for 5 days. The diversion is through Revesby corner, down the 7 mile Straight (B1183) to Frithville, through Sibsey and up the A16 to West Keal.

 

Sandilands: MOP advised that Sandilands Plot number 1 is under offer.

 

Notice board: Refurbishment is in progress.


Chairman thanked the MOPs and closed the public meeting at 19.50.

Approval of the minutes from July 2018 meeting:

Clerk mentioned an error in the minute ref. numbering of the Financial Matters section, which was rectified for signing-off purposes and that no changes were done to any text. Chairman accepted this change.

Chairman ascertained that all had read the July minutes and that they were a true representation of the meeting. Chairman asked for a councillor to proposed acceptance of the minutes. Proposed by Cllr brown, seconded by Cllr Brandwood. Unanimously agreed at the subsequent vote.

Chairman signed the minutes and will post a copy on the notice board.

Members’ and Clerk’s report back:

Plaque: Chairman has been working on the information sheet and showed the councillors the 'mock-up'. In the ensuing discussion, the Chairman asked for information regarding the Millennium seat, which straddles the Meridian Line. Cllr Lingard suggested a couple of people that Chairman will attempt to contact for additional information.

Cllr Swanson handed over the application form for the Councillors' Community Grants to Clerk. East Kirkby Parish Council will be able to apply for up to £200 from Cllr Swanson to assist with the purchase of a plaque by the windmill and possibly another one by the War Memorial.

Fen road:

Speeding motorists:  Chairman has been approached by a parishioner regarding the number and speed of heavy vehicles on Fen Road. They are not A E Lentons vehicles as they normally avoid the village by entering the digester site via the gate opposite the sewage plant or via the gate on the A155. In order to pursue this, the parishioners are encouraged to attempt to get the registration of the vehicle as well as the date and time. This was the advice from the local PCSO.

Cllr Brown asked about the possibility of the handheld speed cameras. To be discussed further. Chairman asked all present to be vigil and monitor.

 

Missing signs: The 30mph speed sign by the corner of Fen Road and A155 has been reported by Chairman and the sign has been removed. Chairman has raised the issue again, however Highways have failed to respond. Chairman asked Cllr Aron if he would be kind enough to chase for the council.

Extension of speed limit in the village:

Chairman mentioned to the council that a parishioner had asked about the speed limit extension.

Clerk to email info to Cllr Aron and carry forward to October.

Bins on footpaths:

This is pertaining to private bins being left on the public highway. (Street scene)

Clerk to advise ELDC of the problem on Fen Road and seek advice/enforcement of the need to remove domestic waste bins from the footpaths after they have been emptied.

It was also noted that the ELDC operatives leave the bins haphazardly on the footpaths after emptying them – this to be put to ELDC also.

Update from Cllr Swanson

  • Councillors' grant: form handed to Clerk;
  • 21 Fen Road: Change of use Application has been submitted. However, there are a number of problems with this application (S/46/1765/18): Lack of info, clarification needed, fee incorrect and/or not. Cllr Swanson gave Clerk a copy of the letter from Enforcement Dept. Cllr Swanson has seen a sketch of the proposal which is for a two-storey extension.  Carry forward;
  • Local Plan: Cllr Swanson asked Clerk to publicise the URL for people to look at the local plan:

Payroll services: Invoice received for £40.50. Cheque number 100564

Clerk will post cheque to DM Payroll Services.

Cllr Lingard proposed to accept both invoices, seconded by Cllr Brown.

Acceptance of both invoices was proposed by Cllr Roe, seconded by Cllr Brandwood. Unanimously agreed at the subsequent vote.

 

Planning Applications:  

None received.

 

 

 

Communications/Urgent items for discussion:

War Memorial: Leakes are planning to clean the War Memorial, in its entirety, from the top down to the plinth.

Chairman mentioned that the floor within the wrought iron fence is in a worse state than originally thought. Leakes suggested meeting with the council in early October. Chairman will arrange a date to meet with Leakes.

Chairman suggested inviting Mrs Sharon Vasse to the meeting with Leakes as her property is right next to the memorial.

Clerk to email information from Council War Memorial Officer to Chairman.

 

East Kirkby Tannoy: Cllr Brandwood mentioned that he had been asked via the Tannoy if the defibrillator had been used - Chairman advised that it has not been used and explained the process of action should it have been activated.
