Public meeting: Chairman welcome the Members of the Public (MoP) present and invited them to share any items of interest or concern with the Councillors. MoP mentioned a silhouette of the soldier, called a Tommy, and asked if it would be possible to have one of these erected by the war memorial ahead of the re-dedication service in October 2019. The cost is £750. MoPs are will carry out fund raising and wondered if the council would fund any shortfall (if required). During the ensuing discussion all present agreed that it was a brilliant idea to have this monument. There was a suggestion of having a fête and other events in the village to help raise funds; people sponsoring and making poppies; Mr A Thompson has volunteered to paint the rails and provide flowers for the actual event; Suggestion of having photographs of the fallen at the service; Suggestion to have a donation box in the pub; RBL have offered a standard bearer (RBL needs to be advised well in advance). There are still a few people within the village with connection to the names of the fallen. Chairman asked all Councillors and MoPs present to think of residents with connection to the names on the memorial. Question was raised as to whether planning application would be required for one of these silhouettes? Cllr Swanson reckons that Planning application will be required, but to ask for diminimus. Even pre-application advice will cost us £200. Clerk from Horncastle has been through this. Clerk to contact Clerk from Horncastle. Cllr Brandwood will advertise the dedication service/ceremony in the Tannoy. It was suggested to advertise in the Target as well. Chairman asked Cllr Brandwood to lead on this and use the Tannoy to get information and suggestions. Chairman closed the public meeting at 20.15.

Approval of the minutes from October 2018 meeting: Chairman ascertained that all had read the September minutes and that they were an accurate representation of the meeting. Chairman asked for a councillor to proposed acceptance of the minutes. Proposed by Cllr Brown, seconded by Cllr Roe. Unanimously agreed at the subsequent vote. Chairman signed the minutes and will post a copy on the notice board.

Members’ and Clerk’s report back: War memorial: Covered under the Public meeting.
Bins on the Fen Road/footpaths: Awaiting update. Carry fwd. Clerk to email ref to Cllr Swanson. If people require more information regarding local roads, it was suggested that www.Fixmystreet.com was the place to look. You can download app on your Smart phone; OR enter or check on problems via LCC main website; OR via Facebook.
Extension to speed limit: Carry forward to January/February. Cllr Aron has arranged a walk-about with the portfolio holder in the various villages. Probably late in January/February. Suggestion for all Councillors to make a list of the Highways areas of concern within the village. Cllr Aron has logged this (Ref. 10100013424). Chairman will meet with Cllr Aron and portfolio holder at this event. Cllr Aron to advise date.

Update from Cllr Swanson: Pick up something special at a market this Christmas: Louth: Food Friday Market on 14/12, last Farmer’s Market of 2018 is on 19/12. Winter Market on 16/12 Horncastle: Christmas Market 9/12, last Farmer’s Market on 13/12
Electrical cars will shortly be able to recharge in a variety of car parks in Louth, Horncastle, Woodhall Spa, Coningsby etc. Works on these charging points will commence in December 2018. Charge points will be available 24 hrs a day. Cllr Swanson re-iterated the need to fill in the Councillors' Community Grants form QUICKLY. Before 15th December Lincolnshire road safety partnership - may be able to supply stickers with speeding reminders for wheelie bins.

Meeting with ELDC Planning Department: Chairman reminded Council of the reason for meeting with Planning dept. which was to discuss the anomalies in the application along with the poor and erroneous sketches presented.

Planning Applications: S/046 /01765/18 Somersby Lodge, 21a Fen Rd: An updated application had been sent to Clerk that day and it was agreed that Clerk should email to all Councillors and ask for their comments (to Chairman or Clerk) by Wednesday 5th December.

Financial matters: Precept: Clerk advised that the decision for this is due in January 2019. All agreed that the precept should remain at the current level (£3,000 per annum) as per the medium-term financial plan. Unanimously agreed. Minute ref: 90/01
JD projects: Invoice presented for £85.00 as per the agreed quote. Cheque was written out and handed to Mr Humphrey. Cheque No. 100569 Minute ref: 90/02
Clerk's wages: Clerk presented wages and expenses totalling £164.40 (Incl. additional mileage to Tedder Hall) Cheque number 100568. Minute Ref: 90/03
Acceptance of both invoices was proposed by Cllr Brandwood seconded by Cllr Lingard. Unanimously agreed at the subsequent vote.

Chairman thanked everyone for their attendance, attention and contribution in 2018 and wished everyone a Merry Christmas and a Happy New Year. Chairman closed the meeting at 22.10.
